Dual Monarchy of Onwey Naplia and Ffawe Naplia
Overview
The Naplian Empire, a dominant superpower in the Rimward Reaches, controlled billions of star systems and client worlds. Expansionist and militaristic, it waged continuous wars with neighboring powers. Governed by co-regents, the empire relied on an oligarchic republic system, with Shoffets, quasi-divine dual emperors, anointed by the Conclave of Shoffets. Aristocracy, determined by wealth, maintained strict control over governance. Naplians were towering humanoids, averaging 3.5 meters tall, with cyclopean vision facilitated by a single, advanced eye.
Their empire thrived on conquest and colonization, driven by a belief in their divine right to rule. At its zenith, the empire had expanded through brutal military campaigns and economic dominance, securing resources such as Serjaum for strategic advantage. However, internal divisions and external pressures culminated in its eventual decline and defeat in the Emperors’ War and the subsequent cyber rebellion. The empire fell in 3530.
Civil Structure
The Naplian Empire was a dual monarchy governed by co-emperors chosen by the Conclave Of Shoffets, with legislative power resting in a Grand Council of 3,000 representatives. The Shoffets, an inner circle of 30 elders, supported by a high court of 104 judges, helped shape imperial policies. A Popular Assembly, comprising representatives from each habitable world, had limited influence but could resolve deadlocks between the Shoffets and the Council. All positions were unpaid and restricted to aristocrats—merchants and landed nobles.
The empire’s rigid social hierarchy was enforced by wealth, with the masses, or Enderii, placated by state distributions. Freemen, composed of traders and starship operators, formed the economic backbone. The joint emperors’ competitive drive to expand the empire ensured constant conquest, fostering a culture of militarism. Despite its structural sophistication, tensions between the Onwey majority and the Ffawe minority, exacerbated by religious and cultural divides, fueled political instability.
Military
The Naplian military was vast and disciplined, comprising the Naplian Army, Fleet Marines, and the Grissan Nast Starfighter Service. By the time of the Naplian Wars, ground forces fielded over 780,000,000 divisions, supported by 400,000 orbital marine units and 6000,000 auxiliary divisions. The fleet maintained over 3 million warships, with an additional 5 million support vessels, alongside a reserve of 2.500,000 retrofittable ships.
The NISF (Naplia Imperial Security Force) ensured internal control, with branches dedicated to security, intelligence, and enforcement. Uniforms were distinct, with deep blue for the army and black-and-gray for naval forces. Naplian commanders leveraged advanced technology, such as phased jump engines, for tactical superiority. Despite this, prolonged wars and resource scarcity weakened their position, culminating in decisive defeats at the hands of the Grand Alliance and their technologically advanced Cybers.
Special Technologies
The Naplians were pioneers of phased jump engine technology, enabling micro hyperspace jumps of a few hundred meters with no detectable spooling time. This innovation provided a tactical edge, rendering their ships elusive in battle. The technology remained a closely guarded secret, hidden even from many Naplian commanders, with automated self-destruct protocols to prevent capture. Opponents attributed their agility to advanced ECM systems, a misconception Naplians fostered through disinformation. However, during their campaign against the Terrans, the Cybers reverse-engineered this technology, using it to turn the tide of war.
The Naplians’ reliance on Serjaum for hyperspace travel also proved their undoing, as a critical raid crippled their supply chains. The empire’s technological achievements, while formidable, could not compensate for strategic missteps and the rise of superior Cyber adversaries.
