Overview
The Maureen Callis government was structured as a corporate oligarchy, led by a Board of Directors with ultimate governance authority. This Board comprised representatives from seven dominant companies or "houses" that emerged through the gradual consolidation of various smuggling enterprises. As rival smuggling operations were annexed, absorbed, or otherwise overtaken, these seven corporations—TWS (Trans World Smuggling), US (United Smugglers), CSA (Consolidated Smuggling Association), GOS (Grand Organization of Smugglers), Windfall, FOS (Federation of Smugglers), and BAS (Better Association of Smugglers)—solidified their control. Together, they represented the core political and economic power of the Maureen Callis civilization. Despite internal rivalries, these entities coordinated efforts for exploration, foreign relations, and resource management.

The Board of Directors, led by a Chairman elected from among its ranks, functioned as the sole ruling authority. Each of the seven companies had equal representation and influence on the Board, with members casting votes on policies, regulations, and resource allocation. The Chairman held a largely symbolic vote, only casting a deciding vote in cases of ties. The board members each held a six-year term, with recalls or replacements possible through complex internal votes. Shareholders from rival companies could influence Board compositions, often creating opportunities for proxy fights during contentious votes. This intricate structure was maintained through a complex web of alliances and under-the-table deals, where proxy votes were frequently bought and sold. Governance policies controlled wealth distribution, labor allocation, resource management, and media dissemination, giving the Board centralized control over civil and economic affairs.
